Foreign Interest may also be coming back to Singapore Residential Market according to BOS.

There will be a number of New Launches This Year especially in North East Region, Central/City Fringe, both from Government Land Sales and En-Bloc Sales. However, we are anticipating that there will be renewed Interest for the New Condos in District 9 and 10 Singapore. Prices has fallen from it peaks of around $3000 – $3500 psf which presents a very attractive opportunity for investors looking at potential capital growth.
